(1) The Council shall appoint an Executive Director on the basis of open competition as specified from among the persons who meet the prescribed qualifications to conduct the daily work of the Council as the administrative head.
(2) Notwithstanding anything written in sub-section (1), until the post of Executive Director is filled, the Government of Nepal may appoint at least a gazetted Second Class authorized employee to act as Executive Director for a maximum of three months.
(3) The term of office of the Executive Director shall be four years (4) The executive director's remuneration, service conditions and facilities and duties, duties and rights shall be as prescribed.
